I guess a probable solution to this anomaly would be to divide tests into two divisions i.e. something similar to the Ranji Trophy structure of the Plate and Cup division.
Keep the top 8 teams in the Cup division and let them play amongst themselves. Similarly keep 5-8 teams in the Plate division and let them play amongst themselves. At the end of each year swap the best two performers of the Plate division with the worst two performers of the Cup divisions. Gradually there would be a remarkable improvement in both the divisions owing to the best 'Plate' performers getting to play against the best of the teams and the worst 'Cup' performers providing a seniority to the Plate division. Gradually based on results and maturity of teams, the Cup division could be expanded to 10 n then subsequently 12, 14....
This would bring about a gradual improvement in the cricketing world.

hey aspirationz that solution is very good on papers.... but dear do u feel that will actually happen...
i mean for that to occur all the teams should play around the same number of test matches every year...
and my dera frnd what if India comes to the bottom two.... will BCCI allow such a thing to take place... with the amount of money involved in cricket i dont think India or for that matter any team will let this happen....
i would like to modify ur suggestion a bit....
we can have the most deserving teams to have a test status play against each other....
after that the top team should be made to play against the "A" sides of top countries like IND and Aus.....
then they should be given a chance to play against the Test playing nations and their performance be reviewed.....

Well...all plans appear hypothetical in the beginning...its an effort to implement them that gives them a tangible shape...At max we can just provide suggestions...rest is to be taken care of the authorities..BCCI and the ICC in this case...
As far as the "A" side competitions are concerned...I guess they are already underway...
